The Nichtveranlagungsbescheinigung (non-assessment certificate) exempts low-income investors from German withholding tax on their investment income.
The Nichtveranlagungsbescheinigung (non-assessment certificate) fully exempts investors with very low income from the flat-rate withholding tax. It is applied for at the tax office and, as a rule, is valid for a maximum of three years.
Requirement: total income (including capital gains) sits below the basic tax-free allowance (approximately 11,604 EUR for 2024). Typical recipients are students, retirees with a small pension, or children who hold their own brokerage account.
With a non-assessment certificate, investment income well above the saver's lump-sum allowance (Sparerpauschbetrag) can be received tax-free, a frequently overlooked saving.
